Japan will support Ukraine’s green industrial recovery through the United Nations Industrial Development Organization (UNIDO). A catalog of 47 technologies has already been compiled, which the partners will share by establishing joint Ukrainian-Japanese enterprises.
According to the Ministry of Economy, Environment, and Agriculture, the joint strategy and projects were discussed at the first meeting of the Trilateral Dialogue on Industrial Policy.
Integration into the green industrial agenda
Among the priorities for cooperation between Ukraine and Japan are green transformation, industrial modernization, the development of small and medium-sized businesses, and the integration of Ukrainian businesses into global production chains.
In practice, the governments plan to implement projects in the following areas:
- development of the circular economy and efficient resource use;
- development of green energy with enhanced energy efficiency of production processes;
- implementation of artificial intelligence and digital innovations in industry;
- support for SMEs through access to technology and international financing.
Transfer of innovative technologies
The strategic technology transfer project will have a budget of $188 million. However, Japan will not provide direct funding to Ukrainian businesses. To modernise the industry, the country plans to share technologies, launch new joint ventures, and help Ukrainian companies gain access to international markets. A catalogue of 47 such projects, potentially to be implemented in Ukraine, has already been formed.
However, delegates also discussed preparing new initiatives worth over €100 million. In addition to initiatives for the development of industrial clusters and technology partnerships, there will be a grant programme for enterprises. The total fund for the project is preliminarily set at €93 million, and businesses will be able to receive this support for the development of green technologies.
“Ukraine’s goal is not just to restore its destroyed industry, but to build a modern, competitive, and resilient economy integrated into European and global value chains. The partnership with Japan and UNIDO opens new opportunities for technological modernisation, the development of small and medium-sized businesses, and the implementation of innovations,” said Vitalii Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

Ukrainian industrialists noted that, for the transition to EU eco-standards, the national industry requires financial support from the European Union.
