MPs to consider the draft law "On the Timber Market"

The agenda for the meeting of the Committee on Environmental Policy and Nature Management, which will take place on October 15 at 1:00 p.m. in the form of a video conference, has been announced.

EcoPolitic has prepared the committee's agenda for its readers.

Members of Parliament will consider three draft laws and one personnel issue.

Agenda:

1) Second reading of the draft law on amendments to certain legislative acts of Ukraine regarding the regulation of mandatory evacuation (register No. 12353 of December 23, 2024).

Draft law No. 12353 is an attempt to clearly spell out how and by whom the forced evacuation of people from frontline territories, especially children, should be carried out. It concerns the legal possibility for the state to forcibly remove children from combat zones in the event of a direct threat to their lives.

2) Draft Law on the Timber Market, register No. 13227-d dated 10.09.2025. Submitted by People's Deputy of Ukraine D.A. Natalukha and other People's Deputies of Ukraine.

  1.  The draft law aims to regulate the timber market and establish transparent rules for the purchase and sale of timber and timber products.
  2. To ensure that information on volumes, prices, and market participants is open and public.
  3. To end the practice of forest users entering into direct contracts, which create opportunities for corruption schemes.

3) Draft Law on Amendments to the Code of Ukraine on Administrative Offenses in connection with the adoption of the Law of Ukraine “On Water Drainage and Wastewater Treatment” (register No. 13642 of August 15, 2025), submitted by the Cabinet of Ministers of Ukraine.

The aim is to bring the Code of Ukraine on Administrative Offenses (KUAP) into line with the new Law of Ukraine “On Water Drainage and Wastewater Treatment.” It will introduce a new system of management, accounting, treatment, and control of wastewater.

The people's representatives will also consider personnel issues of the Secretariat of the Verkhovna Rada Committee on Environmental Policy and Nature Management.

We remind you that in May, deputies submitted a new draft law No. 13227 on the timber market to replace the failed one.

On April 29, there was a vote on the European integration bill No. 4197-d “On the Timber Market,” and on the same day, a group of MPs registered a new bill No. 13277 with the same title, then withdrew it and resubmitted it.
