Electronic register of environmental permits will make the permitting system more transparent

The Register of Integrated Environmental Permits has begun operating in Ukraine. The relevant resolution was adopted by the Cabinet of Ministers of Ukraine at its meeting on September 10.

EcoPolitics provides examples of key changes for Ukrainian enterprises following the introduction of the Register of Integrated Environmental Permits.

Now, obtaining an integrated environmental permit will be done online, which will make the procedure faster and more transparent for entrepreneurs. This will reduce bureaucracy and limit contact with officials.

Most importantly, companies will no longer have to submit documents to various authorities to obtain environmental permits; instead, it will be sufficient to submit an application to a single Registry. This will make it easier to track environmental requirements for businesses, while increasing transparency, as information about environmental permits will be available to the public.

Key changes for businesses and the public

Each document in the registry will be signed with an electronic signature, and the system will automatically record the date and fact of receipt of documents. It is impossible to enter incorrect information into the registry, which minimizes fraud in the issuance of environmental permits to businesses. Each attempt to make changes to an IDD document will receive a unique registration number, under which all subsequent documents and data will be stored.

Control over the Registry has been strengthened, as the public can register in the electronic office and participate in public hearings, submit comments and suggestions, and receive notifications of all changes.

All data in the Registry will be stored for at least 10 years after the permit is canceled or revoked.

What will be stored in the environmental permit registry:

1) application for an EIA or permit amendment; results of the environmental impact assessment;

2) decisions of the authorities on the acceptability or need for further work;

3) documents and minutes of public hearings; all comments and suggestions from the public;

4) draft and final version of the IEP; operators' reports on compliance with the permit conditions;

5) assessment of the state of land and groundwater pollution; decisions on revocation, invalidity, or cancellation of the IEP.

The electronic integrated environmental permit system greatly simplifies the exchange of documents between the Ministry of Economy and authorities, as it makes the procedure faster and more transparent.
