Ukraine presents the first version of the National Energy and Climate Plan and the Net Zero strategy

The size of the eco-tax on carbon emissions should increase from UAH 30 per ton to the European level

At the COP28 climate conference, Minister of Environmental Protection and Natural Resources Ruslan Strilets presented the Net Zero strategy by 2050 and the first version of the National Energy and Climate Plan for Ukraine.

After all, climate policy should be at the heart of Ukraine's green recovery and achievement of Net Zero, the Ministry of Environment reports on Facebook.

Strilets said that this system is based on four key components, namely:

  • strategic documents – creation of the National Energy and Climate Plan, update of Ukraine's second national defined contribution to the Paris Agreement (NVV2), integration of the climate aspect into the National Recovery Plan of Ukraine;
  • pricing of carbon emissions – functioning of the system of monitoring, reporting and verification of greenhouse gas emissions (GHG) from installations and the system of trading quotas for greenhouse gas emissions (GHG), revision of the tax on carbon emissions and emission standards in transport. As well as the introduction of sustainable development in public procurement;
  • stimulation of decarbonization – support for green technologies, for example, equipment for solar and wind power plants, heat pumps, etc. Simplification of permitting and administrative procedures for these sectors. Promotion of electric mobility, energy efficiency and sustainable development in the agricultural sector;
  • climate governance – creation of a climate change management system at the state level.

He noted that it is important for the Ministry of Environment that the National Energy and Climate Plan for 2025-2030 takes into account:

  • goals of NVV2;
  • changes in the amount of the tax on emissions from the level of UAH 30/ton with further growth to the European level by 2050.

Earlier, EcoPolitic wrote, that at the UN climate summit COP28, Ukraine will for the second time present its pavilion, which is dedicated to the consequences of the Russians blowing up the Kakhovskaya HPP dam ("Kakhovka" block), as well as war damage in the "Consequences" block and the "Recovery" block .

As EcoPolitic previously reported, Energy Minister Herman Galushchenko stated at COP28 that renewable energy sources are an element of the country's energy security.
