In Ukraine, with certain restrictions, the work of the Unified Environmental Impact Assessment Register was resumed, which will allow businesses to continue the procedure, and the public to take part in decision-making.
Restrictions to protect information will be in place during martial law, the Ministry of Natural Resources reports on Facebook.
The operation of the Register in this format will allow the public to exercise the right to access environmental information.
The login to the user's account has been restored using an electronic digital signature, and the download of documentation is carried out as usual.
“When filling in the data on the registration case of the Department of Internal Affairs, in the sections “Case Name” and “Description of the planned activity”, the location of the planned activity is not indicated. Also, it is not necessary to mark the place of the planned activity on the Google maps service,” explains the Ministry of Natural Resources.
The terms of public discussion have been extended from the closing date of the Register (03/22/2022) to the day of its opening.
There is no need to re-publish messages about planned activities and announcements about the start of public discussion of the EIA report in the print media.
From now on, the public can track the progress of EIA procedures in the register and receive documents from the EIA upon request after identification.
"Representatives of the public can provide comments and suggestions for the planned activity within 25 working days, the EIA reports of which were uploaded to the Register after 03/22/2022," the material says.
The term for discussion in those cases where public discussion began before 03/22/2022 has been extended by the number of working days for which the register was closed. This also applies to EIA cases that were at the stage of "Report on planned activities".
Recall environmentalists from the ministry and regional councils discussed holding EIA during the war.
As EcoPolicy reported earlier, PAEU President Lyudmila Tsyganok said that all the conclusions of the EIA published during the war could cancel through one formal reason.
