The law was passed on February 15

President of Ukraine Volodymyr Zelensky has signed the Law "On the Use of Energy Storage in Ukraine, which will balance the operation of the energy system and increase the stability of electricity supply to consumers."

This was announced on Monday, April 18, on the website The Verkhovna Rada of Ukraine.

We will remind that the Law "About modification of some laws of Ukraine concerning development of installations of energy storage" was approved even before the full-scale war, February 15, 2022.

For the first time, the law regulates energy storage activities in Ukraine. It provides, in particular:

  • new terms: energy storage system, energy storage system operator and fully integrated network elements;
  • new participant in the electricity market – the operator of the energy storage system with certain rights and responsibilities;
  • licensing of energy storage activities.

Energy storage activity means the activity of extracting electricity for the disposal of its end use at a time later than when it was produced, its conversion into another type of energy in which it can be stored, storage and subsequent conversion of such energy into electricity for its release to the transmission system, distribution system, power plant network or consumer network.

In general, the law is aimed at encouraging electricity market participants to introduce and develop energy storage technologies, which is especially relevant given the growing capacity of "green" energy, which has led to significant imbalances in the energy system.

Energy storage facilities can optimize electricity production and provide additional capacity to balance the power system, ensuring its flexibility – to balance the load schedule for generation and other electricity infrastructure.
