Law No. 11310 "On the basic principles of state climate policy" lays down the prerequisites for the creation of a long-term low-carbon development strategy and other program documents.

This was stated by the head of the Parliamentary Committee on Environmental Policy and Nature Management at the forum "Ukraine – at the SOR29 Climate Conference" Oleg Bondareko.

He said that with this document, the lawmakers also introduce effective parliamentary control over the implementation of the climate law by the central executive body.

Oleg Bondareko expressed his hope that the next step will be the penetration of environmental policy into all areas of our country's policy. He also hopes that subcommittees on climate policy will be in many committees of the Verkhovna Rada of Ukraine.

The head of the eco-committee believes that this year Ukraine has better prepared for the UN Conference on climate change COP29 thanks to the adoption of the most important document for our country – the law "On the basic principles of state climate policy". According to Oleg Bondarenko, he introduces a completely new terminology not only for Ukrainian legislation.

"This document is important not only because it belongs to the European integration obligations, but also because it lays down the prerequisites for the implementation of the climate policy of our state for many years to come," said the parliamentarian.

He said that this law defines the deadline for Ukraine to become climate neutral. The head of the eco-committee emphasized that the fact that we are in a state of full-scale war does not affect the current term.

"The deadline for Ukraine to achieve climate neutrality is the same as in other European countries. We are keeping pace with the European Union," said Bondarenko.

He separately raised the issue of reporting on greenhouse gas emissions. The parliamentarian said that the relevant draft law is already in the Verkhovna Rada. Deputies plan to consider it in the coming months to restore this approach and reporting.

"This will be a prerequisite for the introduction of a system of trading quotas for greenhouse gas emissions (ETS). The implementation of this system is vital for maintaining the competitiveness of Ukrainian business under the conditions of CBAM implementation," Bondarenko stressed.

Earlier, EcoPolitic wrote, that July 16 Verkhovna Rada voted for European integration draft law No. 11310 "On the basic principles of state climate policy" in the first reading. September 13 the ecocommittee supported this document for the second reading. September 30 deputies of the specialized committee made changes to the draft law on state climate policy and recommended that the parliament adopt the document in the second reading.

On October 8,  Verkhovna Rada accepted the document in the second reading and as a whole. October 25 Volodymyr Zelensky signed the law on the basic principles of state climate policy.
