The Verkhovna Rada of Ukraine adopted in the second reading and as a whole the government draft law No. 6478 "On sewage disposal of populated areas".
The corresponding decision was supported by 230 people's deputies, and 25 people's deputies abstained from voting, according to the website of the Verkhovna Rada.
It is noted that the purpose of the draft law is to provide citizens with high-quality centralized and non-centralized drainage and to reduce the negative impact of wastewater on the natural environment. After all, drainage is one of the key elements of the infrastructure of settlements, the condition of which affects the quality of life of the population and the development of industry in the regions.
The main provisions of the draft law:
- settlement at the legislative level of issues in the field of centralized and non-centralized drainage;
- ensuring stable functioning of the drainage system;
- creation of favorable conditions for human activity;
- reducing the negative impact on the natural environment.
Prior to the adoption of the law, the issue of non-centralized drainage in Ukraine was not regulated by any legal act. Draft law No. 6478 also ensures the fulfillment of the requirements of the EU Council Directive 91/271/EEC "On urban wastewater treatment".
The document defines:
- subjects of relations;
- objects of legal regulation;
- principles of state policy;
- guarantees of consumer rights in the field of water drainage;
- powers of central executive bodies and local self-government bodies;
- local rules for accepting wastewater into the centralized drainage systems of the settlement;
- responsibilities of business entities performing water drainage.
