The electronic cabinet will allow enterprises to get a number of advantages

In Ukraine, online issuance of special permits was launched in the electronic cabinet of the subsurface user on the EcoSystem platform.

The order of the Ministry of Environmental Protection and Natural Resources, which approves the Regulation on the electronic cabinet of the subsoil user, has already entered into force, reports the Government portal.

Deputy Minister of Environmental Protection and Natural Resources Yevgeny Fedorenko explained that the document improved the service's operating procedure. It also embodies the key provisions of the industry reform, in particular, it provides:

  • transparent and equal access to Ukrainian subsoil;
  • transforms the State Geology and Subsoil Service into a modern service service.

"The electronic cabinet of the subsurface user is another modern service in the environmental sphere, which will work on the principles of paperless and peopleless", he said.

It is noted that business entities can already:

  • submit applications and documents in electronic form for obtaining a permit for the use of subsoil, extending its term of validity or making changes to it;
  • to make changes to the agreement on the conditions of subsoil use;
  • to initiate subsoil plots for submission to electronic auctions;
  • submit applications and documents for registration of artesian wells.

In the message, it was emphasized that after the approval of the updated reporting forms for the accounting of mineral reserves of 5-GR, 6-GR, 7-GR, an online reporting service will also appear in the electronic cabinet. The e-cabinet also provides for online registration of works and studies on the geological study of the subsoil of the 3-GR and registration of oil and gas wells.

It is noted that working in the e-cabinet will allow enterprises to:

  • shorten the period from submitting an application to receiving a form;
  • avoid making technical mistakes, and therefore minimize the number of failures;
  • view the log of all actions regarding submitted and received documents with the dates and times of their sending and receipt of responses.

"The functionality of the electronic office also provides electronic interaction with other information systems and registers of state authorities and local self-government bodies," the message says.

Earlier, EcoPolitic wrote, that in November 2022, the Ministry of Environmental Protection and Natural Resources announced the creation of an electronic subsurface user's office on the EcoSystem platform.

As EcoPolitic previously reported, Ukrainian entrepreneurs will be able to register their installation in the Unified Register of Monitoring, Reporting and Verification of Greenhouse Gas Emissions online on the single platform "EkoSistema".
