The draft law prohibits the use of any fireworks against animals during any events

On Tuesday, April 12, the Verkhovna Rada of Ukraine adopted in the second reading draft law No. 7438 "On amendments to some legislative acts of Ukraine regarding the use and circulation of pyrotechnic products."

The document is aimed at ensuring the health and safety of people and animals by limiting the sale, transfer and use of fireworks, firecrackers and other pyrotechnic products, the Eurointegration portal reports.

290 People's Deputies voted for the ban on fireworks.

The message emphasized that the new law will contribute to:

  • strengthening public order and security;
  • protection of the population from the negative consequences of the use of pyrotechnic products;
  • strengthening the fight against cruelty to animals;
  • approximation of Ukrainian law to the law of the European Union.

It is noted that the draft law complies with the Directive 2013/29/EU of the European Parliament and the Council "On the harmonization of the legislation of the member states regarding the provision of pyrotechnic products on the market and the Technical Regulation of pyrotechnic products".

The message emphasized that the document makes changes to the Laws "On ensuring the sanitary and epidemic welfare of the population" (Article 24) and "On the protection of animals from cruelty" (Articles 18 and 25), in particular:

  • details the entities authorized to control the use of pyrotechnic products by other persons;
  • introduces the term "pyrotechnic product" instead of "pyrotechnic means";
  • prohibits the use and sale of fireworks, in particular fireworks and firecrackers, except for fireworks of the F1 class, which have a very low level of danger and a negligible noise level not exceeding 60 dB;
  • establishes an age limit of 16 years for the purchase of F1 class fireworks;
  • regulates the use and sale of stage pyrotechnic products;
  • prohibits the use of any pyrotechnic products and any fireworks, in particular fireworks and firecrackers, during sports, entertainment events, video and photo shoots in relation to animals.

Earlier, EcoPolitic wrote, that the Verkhovna Rada registered a draft law that proposes to limit the sale, transfer and use of pyrotechnic products, such as fireworks and firecrackers.

As EcoPolitic previously reported, the largest Ukrainian online retailer Rozetka removed fireworks, firecrackers and other pyrotechnics from its assortment.
