Eco-activists urged people's deputies not to vote for draft law No. 5655 "On reforming urban development activities", which will be considered in the second reading in the Verkhovna Rada on Tuesday, December 13.

They stated that the document deprives the community and local self-government of almost all tools of influence on the formation of urban planning policy and control over developers, reports the public organization "Protect Protasiv Yar" on Facebook.

"You cannot vote for this draft law. From the word in general. If such a law had been in effect in 2019, when we started protecting the park in Protasovo Yar, we would have had no other tools than protest actions and direct action actions – physical protection of trees," ecoactivists noted.

They also emphasized that this draft law makes it impossible to fight in the legal sphere and in the field of advocacy in interaction with the city council.

The authors emphasized that the adoption of draft law No. 5655 will deprive the public of many tools for the protection of protected areas, in particular the landscape reserve in Protasovo Yar, from developers.

As the publication "Our money" notes, the document will allow building any skyscrapers anywhere, even in the yard of other high-rise buildings. And the community will completely lose the opportunity to influence the development of its land.

"If the developer wants to build a skyscraper in the yard of your house or near the monument "Motherland-Motherland", then for a small price it is enough for him to obtain urban planning conditions and restrictions (MUO) for this plot from one official. Anything can be written on this piece of paper, even if the Kyiv City Council prohibits construction there by its decisions. Next, the developer starts building his skyscraper with this piece of paper. And local residents and activists simply won't be able to complain anywhere, because the procedure for appealing against lawlessness has been completely destroyed," the article says.

Eco-activists noted that they opposed draft law No. 5655:

  • architects;
  • NGOs;
  • National Agency for the Prevention of Corruption;
  • city ​​mayors;
  • The main legal department of the Verkhovna Rada.

"We urge people's deputies not to vote for draft law No. 5655. Do not give Kyiv and other cities to developers. We promise that we will remember everyone's voice. And the war won't write anything off," the authors emphasized.

Earlier, EcoPolitic wrote, that animal rights activists called on people's deputies do not vote for the draft law No. 8150 "On food products, feed, veterinary medicine and animal welfare".
