Bill No. 9011 aims to replace the current feed-in tariff model with a new Net Billing model

The Cabinet of Ministers of Ukraine has registered in the Verkhovna Rada bills No. 9011 "On improving the conditions for supporting the production of electrical energy from alternative energy sources by generating installations of consumers."

The Government also registered draft law No. 9012 "On the introduction of the register of issuance, use and termination of the guarantee of the origin of electric energy produced from renewable energy sources", reports the representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnychuk on Telegram.

He noted that draft law No. 9011 is designed to improve the conditions for supporting the production of "green" energy by generating plants of consumers, taking into account the best world practices. The document should replace the current feed-in tariff model with a new Net Billing model (net sales). It will be focused on covering one's own consumption and will not lead to an increase in subsidies at the expense of other consumers.

Bill No. 9011 provides:

  • introduction of a net metering system to ensure the development of small distributed generation from renewable energy sources without additional financial incentives from the state and consumers;
  • definition of terms, "mechanism of self-consumption", "active consumer";
  • determination of the conditions for the functioning of the mechanism of self-production;
  • introduction of a new contract for the purchase and sale of electrical energy under the mechanism of self-production;
  • definition of categories of consumers who have the right to use the mechanism of self-production.

Melnychuk also emphasized that h Law project No. 9012 is designed to create an effective mechanism for the issuance, use and termination of the guarantee of the origin of electrical energy produced from renewable energy sources.

The document provides:

  • determination of the National Commission for State Regulation in the Spheres of Energy and Utilities (NEURC) as an entity authorized to issue guarantees of the origin of electrical energy produced from renewable energy sources;
  • establishment of legislative bases for the creation and operation of the register of guarantees of the origin of electrical energy produced from renewable sources;
  • determination of the market operator by the institution responsible for trading in guarantees of the origin of electrical energy produced from renewable energy sources.

Earlier, EcoPolitic wrote, that the State Agency for Energy Efficiency and Energy Saving, despite martial law, has completed development of a register of biomethane origin guarantees.

As EcoPolicy previously reported, the Ministry of Energy has initiated a bill to support the production of green electricity by generating installations of consumers, which provides for the replacement of the green tariff with a new Net billing support model.
