Monitoring will not be mandatory for existing installations

The Cabinet of Ministers of Ukraine approved the Procedure for the introduction of automated control systems (ACS) of pollutant emissions within the framework of the Law "On Atmospheric Air Protection".

In fact, the monitoring of emissions will be carried out "on the pipe", reports the Minister of Environmental Protection and Natural Resources Ruslan Strilets on Facebook.

He emphasized that the need for such monitoring had been discussed for a long time. It will be especially relevant for residents and eco-activists of industrial centers of Ukraine.

Strelets added that despite the fact that the industry is currently operating at a quarter of the capacity since the beginning of the full-scale invasion, monitoring will contribute to the reconstruction of Ukraine under new modern rules.

He noted that enterprises will be required to install air emission monitoring systems at their facilities. However:

  • installation of ACS will be mandatory only for new equipment, and the rule does not apply to existing installations;
  • business will be able to install monitoring systems within 5 years after the termination or cancellation of martial law in Ukraine.

Strelets said that the data from the ACS will be transferred to the Ministry of Environment automatically, and the department will analyze and publish them on the EkoSystem Unified Platform. This will allow establishing a modern digital exchange of information between business, the state and citizens.

He explained that monitoring will allow everyone to see:

  • how any enterprise affects the state of atmospheric air;
  • whether its emission reduction measures are sufficient and effective;
  • whether the business complies with the conditions of emission permits;
  • how effective the state policy is in this area and what needs to be adjusted.

"The state will operate with reliable data, citizens will see the real situation in their region, business will be able to assess and plan what eco-modernization measures are still needed to have a minimal impact on the environment. This is the European approach that we want to implement in Ukraine," Strilets emphasized.

Earlier, EcoPolitic wrote, that in January 2023, the Cabinet of Ministers issued a new version of the Procedure for conducting work related to the issuance of permits for the emission of pollutants into the atmospheric air by stationary sources, the accounting of economic entities that received such permits (CMU Resolution No. 302).

As EcoPolitic previously reported, the Ministry of Environmental Protection and Natural Resources will discuss the developed project of the National Inventory of Anthropogenic Emissions from Sources and Absorption by Sinks of Greenhouse Gases in Ukraine for 1990-2021. The document will make it possible to analyze the trends of emissions and absorption of greenhouse gases in Ukraine and, based on them, to form further climate policy.
