The Government approved the introduction of guarantees of origin of green electricity

This will help realize the goals of the Energy Strategy to increase the production of electricity from RES

The Cabinet of Ministers on Tuesday, February 27, approved a resolution "On the Introduction of Guarantees of Origin of Electricity Generated from Renewable Sources," which will help attract foreign investment in the construction of new green facilities even in times of war.

Guarantees of origin will allow to confirm the environmental friendliness of energy, which will significantly increase the export potential of the energy sector and help companies increase their competitiveness in EU markets, the Ministry of Energy reports on Facebook.

It is noted that the resolution will introduce:

  • The procedure for issuing, circulation and repayment of guarantees of origin of electricity produced from RES;
  • The procedure for determining the ecological value of this electricity, that is, the amount of carbon emissions that were avoided;
  • the register of guarantees of origin, which will be administered by the National Commission for State Regulation of Energy and Utilities (NKREKP).

The press service explained that the guarantees will be formed electronically in MW*h.

The Ministry of Energy emphasized that the implementation of guarantees of the origin of electricity corresponds to the goals of the Energy Strategy, which provides for a significant increase in the production of electricity from RES.

"Despite the colossal damage and loss of capacity experienced by green energy since the beginning of the full-scale Russian invasion of Ukraine, over 650 additional MW of RES capacity was built in Ukraine in 2022-2023. The introduction of guarantees of origin of electricity produced from RES is another step to the development of green energy in Ukraine," said Energy Minister Herman Galushchenko.

As EcoPolitic reported earlier, in July 2023 the Verkhovna Rada adopted as a whole draft law No. 9011-d "On Amendments to Certain Laws of Ukraine Regarding Restoration and Green Transformation of the Energy System" (law #3220-IX). The document provides for the introduction of the guarantee of origin of renewable energy and the Net Billing model.
