In this way, the country is striving to reduce industrial pollution and introduce modern environmental standards

The Ukrainian government has finally approved the State Target Program to support enterprises that intend to apply the best available technologies and management methods (BAT) to their assets. The program covers the period until 2030 and provides for a transition phase.

This was reported by the Ministry of Economy, Environment, and Agriculture.

The program was created with the aim of reducing the negative industrial impact on the environment. Within the framework of the document, this will be achieved in the following areas:

  • modernization of production;
  • improvement of energy efficiency;
  • introduction of modern environmental standards.

The document is intended to encourage Ukrainian businesses to modernize their environmental practices and implement BAT. To this end, it provides for a number of economic and regulatory measures.

What results should the implementation of the program achieve?

The Ministry of Economy has announced that it expects to achieve the following:

  • increase in the number of enterprises that have transitioned to BAT;
  • reduction of air and water pollution, as well as lower volumes of waste generation. This will be monitored using installation operators' reports on compliance with the terms of the integrated environmental permit (IEP);
  • reduction of production process energy intensity, with decreased energy consumption and increased asset productivity.

“The introduction of the best available techniques is not only an environmental requirement but also an investment in the competitiveness of Ukrainian industry. The program creates practical tools for enterprise modernization and brings us closer to European environmental policy standards,” stated Deputy Minister of Economy, Environment and Agriculture Ihor Zubovych.

If justified, an enterprise may obtain a deferral for BAT implementation for up to seven years.

The Ministry of Economy also reported that for existing installations this will become mandatory four years after the end of martial law. EcoPolitica has reported on the available funding mechanisms for eco-modernization here.
