On Friday, October 25, President of Ukraine Volodymyr Zelenskyi signed Law of Ukraine No. 11310 "On the Basic Principles of State Climate Policy."

Information about the current status of this document is available on the official website of the Verkhovna Rada of Ukraine.

This Law is an element of one of the 6 important reforms contained in Chapter 15 "Green transition and environmental protection" of the Ukraine Facility Plan.

The document defines the legal and organizational foundations of the state climate policy aimed at ensuring low-carbon development of Ukraine, achieving climate neutrality, adapting to climate change, and fulfilling Ukraine's international obligations in this area.

Law No. 11310 brings national climate legislation closer to European Union law, in particular Regulation (EU) 2021/1119, which establishes a framework for achieving climate neutrality, and Regulation (EC) 2018/1999 on the management of the Energy Union and mitigation of climate change.

The document belongs to European integration and, according to the results of the examination, does not contradict and generally corresponds to the Association Agreement and the law of the European Union (EU acquis).

It defines:

  • basic principles of state climate policy;
  • peculiarities of formation and achievement of state climate policy goals;
  • principles of ensuring climate planning at the national, regional and local levels;
  • features of reporting in accordance with the requirements of the United Nations Framework Convention on Climate Change and data collection for these purposes;
  • the main principles of the national system for tracking the implementation of policies, measures and forecasting in the field of climate change.

It is expected that the law signed by the president will contribute to the strategic planning and implementation of the goals of the state climate policy, the integration of climate issues into other spheres of state policy, the provision of cross-sectorality, the European integration aspirations of Ukraine in the field of climate change, the approximation of Ukrainian legislation to EU law.

Earlier, EcoPolitic wrote, that July 16 Verkhovna Rada voted for European integration draft law No. 11310 "On the basic principles of state climate policy" in the first reading. September 13 the ecocommittee approved this document in the second reading and as a whole. September 30 deputies of the specialized committee made changes to the draft law on state climate policy and recommended that the parliament adopt the document in the second reading. October 8 Verkhovna Rada accepted the document in the second reading and as a whole.
