The process of applying for a soft loan under the budget program “Fund for Decarbonization and Energy Efficient Transformation” is simple and transparent, and the review of the package of documents takes 3-4 weeks.

Olesia Mishchenko, Chairman of the Board of JSC “Decarbonization Fund of Ukraine”, told about this in an exclusive interview for EcoPolitic.

The process of submitting documents

According to the official, the application process is simple and transparent for a candidate who wants to receive funding. She says that the procedure of the Decarbonization Fund does not require any difficult documents from the candidate. Therefore, if the applicant is responsible for collecting a package of documents, he or she will pass this stage quite easily.

Olesia Mishchenko clarified that they have requirements that commercial banks do not have, as the Decarbonization Fund is connected with the State Agency on Energy Efficiency and Energy Saving and with the assessment of the technical side of the project.

"But in reality, many banks involve experts or create their own technical offices, and they have this procedure for assessing the quality of technical documentation preparation, except for financial," she said.

The Chairman of the Decarbonization Fund said that today the dynamics of application is very active. She expressed confidence that the Fund would fully absorb all the funds that have been allocated to him and will turn to international donors through funding.

“Now energy efficiency is meinstrom. Many businesses have already thought that they need to form their own ecosystem in order for their businesses to work smoothly. This need is, and it must be provided, ”the official says.

The term of consideration of the application

According to the Chairman of the Decarbonization Fund, from the moment of filing a full package of documents and until the decision on issuing a loan is usually 3-4 weeks. But there are times when the review of the project is suspended so that the borrower can bring his documentation in line with the requirements.

"A lot depends on the quality of the documents prepared by the borrower," Olesya Mishchenko explained.

She also said that sometimes the preparation of documentation is delayed because customers are waiting for a commercial offer from quality contractors, at which there is a certain "queue" in the present period of high demand. The need to wait for the fact that the description of the project must necessarily have clear information about its cost.

Reasons for lending refusals

Olesya Mishchenko explained that at present statistics on the percentage of refusals are not very representative because of a small number of loans. According to her, out of 20 of the projects, only 4 were refused, and 16 were led.

“There are many projects in consideration now, but not all of them will be able to pass the commission, even if well -prepared documents in the event that they do not meet the requirements for the projects. For example, there may be insufficient funding or insufficiency of savings, ”the head of the fund explained.
