The Cabinet of Ministers of Ukraine has appointed Oleksandr Semenets as Deputy Minister of Environmental Protection and Natural Resources of Ukraine.

  • In 1997, he graduated from the Faculty of Chemistry of Kyiv National University named after T. Shevchenko. Specialty – chemistry, specialization – control of environmental facilities, educational and qualification level – specialist.
  • in 2008 he graduated from the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine. Specialty – public administration, specialization – management of public institutions, educational and qualification level – Master of Public Administration.

Career:

Since 1997, he has experience in environmental protection activities in the waste management system:

1997-2002 – State Department of Ecology and Natural Resources in Kyiv. Positions: leading, chief specialist, deputy head of the waste and secondary resources management department, senior state inspector for environmental protection of the city of Kyiv.

2002-2006 – State Environmental Inspection of Ukraine. Positions: head of department, head of department – chief state inspector of Ukraine for environmental protection.

2007-2010 – Ministry of Defense of Ukraine. Position: chief specialist of the environmental safety department.

2010-2012 – Ministry of Ecology and Natural Resources of Ukraine. Position: head of the department, deputy director of the department.

2012-2013 – Apparatus of the National Security and Defense Council of Ukraine. Position: state expert.

2013-2015 – Ministry of Ecology and Natural Resources of Ukraine. Position: head of the department, deputy director of the department.

2015-2016 – Ukrainian industrial and ecological association for procurement and use of secondary material resources "Ukrvtorma". Position: Deputy General Director.

2018-2019 – Ministry of Ecology and Natural Resources of Ukraine. Position: Deputy Director – Head of the Department of Waste Management and Eco-Safety of the Department of Environmental Safety and Permitting and Licensing.

2020 – Ministry of Energy and Environmental Protection of Ukraine. Position: deputy director of the department – head of the Department of Waste Management and Eco-Safety.

2021 – Ministry of Ecology and Natural Resources of Ukraine. Position: deputy director of the department – head of the department.

2022-2024 – Apparatus of the National Security and Defense Council of Ukraine. Position: deputy head of service – head of management.

In 2019, he headed the Ukrainian delegation to participate in:

  • 14 at the meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Transportation of Hazardous Waste and its Removal;
  • 9 at the meeting of the Conference of the Parties to the Rotterdam Convention on the Procedure for Prior Informed Consent Regarding Certain Hazardous Chemical Substances and Pesticides in International Trade;
  • 9 meeting of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants.

The wife of the newly appointed official, Alla Mykolaivna Semenets, is also involved in the environmental sphere – she holds the position of head of the department of state environmental supervision (control) of water resources of the State Environmental Inspection.

After the "big reboot" of the government, the Ministry of Environmental Protection and Natural Resources of Ukraine received a new manager. Svitlana Vasylivna Grinchuk was appointed to this position.
