The Cabinet of Ministers of Ukraine has appointed Yegor Perelyhin as Deputy Minister of Environmental Protection and Natural Resources of Ukraine.
This was reported by the Ministry itself and congratulated the new team member.
Yegor Perelyhin took over the position that had been vacant since the beginning of the term of Minister Svitlana Hrynchuk. The ministry said that the new deputy is a Ukrainian top manager.
Education:
- graduated from Marian College in Dublin, Ireland;
- received his higher education in France, at ISEG, and holds a master's degree in marketing and enterprise development;
- he also holds an MBA in International Business Management from St. John's University in New York (in a program with ISM Paris).
Career:
2015 – Head of Strategic Planning at UniCredit Bank Ukraine.
2016 – worked as Director of the Financial Department at Unison Bank.
Since December 2016 – First Deputy Chairman of the Management Board of Alpari Bank, in charge of Treasury, Finance and Back Office.
In 2018-2019, he managed Petro-Consulting (now European Lithium Ukraine LLC).
In 2021-2025, he twice headed United Mining and Chemical Company JSC, and in January 2025, he resigned as acting chairman of the company's board.
EcoPolitics journalists did not find any experience of Yegor Perelyhin related to environmental activities.
However, the Ministry of Ecology noted that the new deputy has successful experience in attracting foreign investment and structuring international resource agreements, including “offtake” contracts, as well as experience in reorganizing troubled enterprises and reorienting business models of large industrial and commercial structures, strategic planning and crisis management.
Yegor Perelygin is an expert in the field of critical minerals. He is a regular lecturer on global supply chains in the critical minerals sector and promotes Ukraine's reindustrialization and strategic positioning on various platforms and at international events.
On his Facebook page, the newly appointed official thanked the government for his appointment and trust.
“I am especially grateful to Ms. Minister for her support and trust. I thank the President of Ukraine for his strategic course. I will do everything to make my tenure as effective as possible for our country. Glory to Ukraine!” he wrote.

In his declaration for 2024, Yegor Yevhenovych indicated a total income of more than UAH 2.5 million. He owns three real estate properties with a total area of 229 m², 1 car, and no land plots. The official also declared the following monetary assets:
