On August 29, government officials approved a resolution “On the implementation of a pilot project on a simplified procedure for obtaining a permit for waste treatment operations.”
This was reported by the Cabinet of Ministers.
The simplified procedure will be available to companies that handle non-hazardous waste and whose activities have minimal impact on the environment. These include:
- carriers and waste collectors;
- companies carrying out operations of sorting, crushing, compaction, granulation, drying (naturally), shredding of waste, etc.;
- business entities, during the course of their activities, non-hazardous wood waste is generated, and which further use it to obtain thermal energy for their own needs;
- enterprises that dispose of waste in landfills.
For all but the latter, the simplified procedure for obtaining a permit involves only 2 steps:
- Registration on EcoSystem.
- Creating and completing an account in the e-Waste module.
After that, enterprises will be able to keep records and submit reports in the user's electronic account.
For enterprises that bury waste at landfills, a simplified procedure is also provided – the need to submit Appendix 13 "Project of landfill reclamation" to the package of documents in accordance with the Procedure for issuing, refusing to issue, canceling a permit to carry out waste treatment operations, approved by a resolution of the Cabinet of Ministers of Ukraine dated December 19, 2023 No. 1328.
The Cabinet of Ministers said that the simplified procedure is an alternative option for obtaining a permit for waste treatment operations.
"Enterprises can participate in the experimental project at their own will, or receive permits according to the standard procedure," the government specified.
The Cabinet of Ministers also reminded that the requirement to have a permit for waste treatment operations is part of the implementation of European legislation, namely the provisions of Directive 2008/98/EC dated November 19, 2008 "On waste and repealing certain directives".
Specialists in the environmental industry have already reacted to the implementation of this experimental project.
Thus, the president of the Association of Environmental Professionals PAEW Lyudmila Tsyganok positively assessed the adoption of this resolution and the introduction of changes to the legislation initiated by PAEW specialists.
"With these specified changes, the PAEW Association recognizes the constructive efforts of the team of the Ministry of Environmental Protection and Natural Resources of Ukraine to listen to the subjects who are the direct executors of the waste management reform," she said.
In May, EcoPolitic reported that in Ukraine, over 8 thousand companies will become illegal through the "reform" of waste. At that time, experts warned that from June 9, 2024, the usual waste declaration for enterprises will not be enough. In order to work officially, it will be necessary to have a permit for waste treatment operations.
Since obtaining it is a difficult and lengthy process, most manufacturers from various fields – and this is more than 8,477 enterprises – risk becoming "illegal". The problem also affected household waste, because in 4 months no landfill was able to get the appropriate permit.
