The Energy Efficiency Fund plans to launch a grant program for condominiums in October 2022 for 100% coverage of the cost of restoration of war-damaged buildings.
European Union agreed to allocate €5 million for the implementation of this pilot project, reports Energy Efficiency Fund.
The grant will be awarded on a free and irrevocable basis for carrying out priority repair works.
Director of the Energy Efficiency Fund, Yehor Fareniuk, said that this fully grant program will be implemented in only 4 regions of Ukraine so far – Kyiv region, Zhytomyr region, Chernihiv region and Sumy region. For the first pilot project, the Foundation plans to provide support to at least 60 houses in which condominiums have been created.
"Since we don't have a lot of funds for the implementation of this program yet, we plan to initially spend no more than UAH 6 million per house," he added.
In addition, Fareniuk expressed hope that in 2023, funding for the implementation of this program will be increased. Currently, the need for funds to increase the number of houses participating in this program to 1,000 is approximately UAH 3 billion or €75 million.
He noted that the goal of the Fund is to continue supporting condominiums, both in the process of energy modernization of buildings and in the process of restoring war-damaged buildings. After all, energy efficiency is the best mechanism for reducing the level of energy consumption and CO2 emissions.
"High parameters of energy efficiency are one of the main parameters that must be ensured by high-quality reconstruction," he added.
The message noted that international agreements were signed in August 2022, according to which the EE4U and EE4U-II Energy Efficiency Support Programs were extended for another three years, that is, funding of the Fund's programs by donors will continue.
Despite the war, the Energy Efficiency Fund continues to implement the "ENERGODIM" program and provide support to condominiums that applied for participation before the war. Thus, 58 condominiums completed their projects during the war.
Chloe Alio, Head of the Energy, Transport and Environment Department of the EU Representation in Ukraine, noted that the EU Representation in Ukraine, despite the war, considers it very important to develop energy efficiency in Ukraine and emphasized that the EU continues close cooperation with the Energy Efficiency Fund, in particular in housing reconstruction, damaged as a result of military operations.
In the message, it was noted that the Ministry of the Region has already developed and submitted to the Government for consideration the necessary normative legal acts, which are necessary for launching a new program of the Fund for the restoration of the housing stock damaged as a result of military actions. They will expand the activities of the Energy Efficiency Fund.
Dmytro Petrunin, Director General of the Directorate of Energy Efficiency of the Ministry of Community and Territorial Development, said that three state-wide target programs have been developed so far, one of which involves the implementation of measures for the thermal modernization of social sector buildings and housing stock of all forms of ownership. It is assumed that the Energy Efficiency Fund will deal with the implementation of measures in the part of buildings in which condominiums have been created, but will not be limited to this.
