European experience has shown that packaging waste requires separate regulation

The Parliamentary Committee on Environmental Policy and Nature Management will consider draft law No. 10066 at a meeting on October 2 at 11:00 a.m. "About packaging and packaging waste".

This will be a preliminary review of the document, which needs to be discussed with the public and representatives of the economic sphere in order to prepare for consideration in the Verkhovna Rada, the website of eco committee reports.

It is noted that packaging waste management is an integral part of the solid household waste management system. Such waste is mainly buried in landfills and landfills, a significant amount of which is overloaded and does not meet the requirements of environmental safety.

Currently, there is no system for separate collection and recovery of packaging waste in the country. Millions of tons of resource-valuable materials are lost every year, such as:

  • paper;
  • cardboard;
  • plastic;
  • glass;
  • metals;
  • wood.

These materials can potentially be returned to economic circulation and new goods can be produced from them.

"Due to the high resource potential and the steady growth of the volume of formation, packaging waste is subject to separate regulation according to European experience," the message explained.

It is noted that the document is intended to:

  • determine legal, economic and organizational principles in the field of packaging and packaging waste management to reduce their negative impact on human health and the environment;
  • establishment of measures aimed at creating a system of collection and recycling of packaging waste in order to reduce the final removal of such waste to landfills and promote the transition to a closed cycle economy.

As EcoPolitic reported earlier, Cabinet of Ministers on September 15 approved draft law No. 10066 "On packaging and packaging waste", which regulates the concept of extended producer responsibility (EPR). On September 18, it was registered in the Verkhovna Rada.
