The proposals concern the period of martial law and the three-month period after its termination

State Regulatory Service of Ukraine (DRS) supported the proposed The Professional Association of Ecologists of Ukraine (PAEU) proposals on gaps in the regulatory framework for economic activity in martial law, which need to be addressed immediately.

He reports on the need to ensure the continuity of economic activity to support domestic business in martial law PAEU President Lyudmila Tsyganok on Facebook.

In the post-war period, the country is working to speed up economic recovery, including providing housing, creating new jobs, launching industries and attracting foreign investors.

"Of course, without taking into account the ESG and creating clear and transparent rules in the market, investments can be forgotten," said Tsyganok.

PAEU's proposals to the Government concern the period of martial law and the three-month period after its termination:

  • Amend Annex 2 to the Resolution of the Cabinet of Ministers of Ukraine "Some issues of ensuring economic activity in martial law" of March 18, 2022 № 314 and exclude from the list of economic activities that can not be carried out on the basis of a declaration of martial law special water use and environmental impact assessment, in addition to the planned activities within the areas of special environmental interest (Emerald Network).
  • Suspend the obligation to comply with Part 1 of Article 13 of the Law of Ukraine "On Environmental Impact Assessment" for the period of martial law and within 3 months after its termination.
  • Suspend for the period of martial law and within 3 months after the termination of paragraphs. 2, 3, 6, 7 part 1 of Article 15 of the Law of Ukraine "On Environmental Impact Assessment" in terms of informing the public and conducting public discussions.
  • Suspend during the martial law and within 3 months after its termination the validity of the conclusion on the environmental impact assessment.

We will remind, in PAEU offered adaptation of the ATS procedure during martial law.
