The institution actually started working only half a year after the official launch

The Foundation for Decarbonization and Energy Efficient Transformation of Ukraine has opened acceptance and is processing applications from interested institutions, companies, organizations to finance projects for decarbonization and energy efficiency improvement.

Representatives of the Ukraine Decarbonization Fund JSC and the State Agency for Energy Efficiency and Energy Saving told business representatives about its work at a webinar within the framework of the Climate Platform of the Federation of Employers of Ukraine.

Tasks of the Foundation:

  • provision of state financial support for energy efficiency programs;
  • use of renewable energy;
  • decarbonization in all sectors of the economy;
  • attract international funding, including grants, to reduce energy consumption and CO2 emissions.

Areas of activity:

  • interest compensation on state-owned commercial bank loans taken for energy-efficient projects;
  • provision of preferential lending for certain projects from the Decarbonization Fund itself.

Representatives of the Decarbonization Fund also noted that in the future it is planned to develop the direction of financial leasing and factoring.

Who can use the Fund's programs:

  • local governments;
  • communal enterprises;
  • Ukrainian companies.

When will the funding start?

Applications are currently being processed. The start of financial programs is planned for August of this year.

What is needed to apply for financing

The project must meet certain indicators of reducing electricity consumption or air emissions. Assistance is calculated based on the number of points scored. To receive preferential lending, the project must score at least 1 point, i.e. meet at least one criterion.

Example

If at the enterprise, during the replacement of equipment, the energy intensity of production decreases by 15% or more, the project receives 1 point. The greater the reduction in energy consumption, the higher the score.

1 point is also awarded for reducing emissions into the environment by 15% or more.

The project can also receive 1 point if:

  • the applicant participates with his own funds from 20%;
  • more than 70% of the national manufacturer's equipment will be used. Also, for the use of equipment of a national manufacturer, the loan rate is reduced from 9% to 7%.

The minimum loan amount is UAH 120,000, the maximum is UAH 25 million per project.

We will remind that from January 1 of this year in Ukraine worked State fund of decarbonization and energy-efficient transformation.

At the same time, EcoPpolitic told about potential successes and threats, who are waiting for him.

In May, we stated that the State Decarbonization Fund is in its fifth month cannot fully work : money is coming to the fund, but it is impossible to use it, because the by-laws are still not ready.

June 21 the government approved The procedure for using funds from the State Fund for decarbonization and energy-efficient transformation. UAH 759 million of it is planned to be used for an additional program of energy efficiency and strengthening the stability of Ukraine's energy system.

About the details of the adopted Procedure for the use of funds of the State Decarbonization Fund told also the head of the State Agency for Energy Efficiency and Energy Saving of Ukraine, Hanna Zamazeyeva.
