Along with large wind farms, the small wind turbine segment is also developing

After a sharp decline at the start of the full-scale war, the wind energy sector is gradually recovering its new generation construction volumes. More capacity was created in 2025 than in the previous three years combined. At the same time, a new segment of the energy system is rapidly emerging—energy storage facilities.

This is evidenced by the analytical findings of a review of the wind energy sector reported by the Ukrainian Wind Energy Association (UWEA).

Overall picture of the renewable energy market

At the end of 2025, the share of energy generated from renewable sources in Ukraine was 10.7%, which is the same as the previous year. However, in absolute terms, the volume of generation was 1.8% lower.

One of the results of last year was the strengthening of Ukraine's external energy positions. Energy exports increased almost sixfold, amounting to 2.1 million MWh. At the same time, imports fell by 24%.

Recovery of the wind segment

Analysis shows that wind energy has returned to the path of development and expansion after a slump in the early years of full-scale war. During the year, 324.4 MW of new wind farm capacity was added in the country. This figure exceeds the total volume of new construction for the period from 2022 to 2024.

"The total installed capacity of wind energy reached 2.2 GW (including 1.3 GW of capacity remaining in the temporarily occupied territories), which means that the sector has reached critical mass with preserved supply chains, local contractors, engineering and service teams, as well as institutional memory of large-scale project implementation," said Andriy Konechenkov, Chairman of the Board of the Ukrainian Wind Energy Association, in the foreword to the Review.

The pace of development is also growing in the small wind energy segment. Analysis shows that during 2025, 57 small installations appeared in Ukraine, with a total capacity of about 460 kW.

With its growth, the wind energy sector also contributes to the country's economic resilience-the total amount of taxes paid by wind energy companies last year exceeded 3 billion UAH.

A leap forward in energy storage

An important trend in 2025 was the active development of the energy storage segment. According to the analysis, energy storage facilities (ESFs) with a total capacity of 500 MW were built in Ukraine during the year. According to analysts, this indicates the formation of a revolutionary new structure in the national energy system.

Main obstacles and solutions for the development of the sector

Experts consider connection to the general electricity grids to be the greatest challenge for wind energy and the ESS segment.

Significant non-technical factors hindering RES are:

  • uncertainty of wartime conditions,
  • limited access to financing,
  • regulatory environment instability,
  • shortage of qualified personnel.

Stimulating the wind energy market is only possible through systematic solutions. The review proposes focusing on reforming the auction model, risk insurance, and the development of network infrastructure.

An important area of focus is integrating renewable energy as a component of Ukraine’s national interest. Wind energy, like other renewables, is considered by experts to be a key part of the country’s energy system, which is decentralized, stable, and adapted to European Union standards.
