It will be impossible to change the data in the register without justification

A mechanism has come into force in Ukraine whereby forest users will be able to change or add information to the unified state electronic timber accounting system (EOD). The relevant order of the Ministry of Economy, Environment, and Agriculture has been registered by the Ministry of Justice.

This was reported by the State Forest Resources Agency.

"In the course of this system's operation, situations arise when it is necessary to correct erroneously entered data. According to the previous version of the Instructions, the administrator had to make changes based on an electronic application from the forest user, but this mechanism was not clearly defined," said Viktor Smal, head of the State Forestry Agency.

Procedure for correcting information

The Instructions for maintaining the EOD now provide for a mechanism by which changes can be made to the electronic accounting system.

To add or correct information, an electronic application must be submitted using a special form. The user must attach a justification for such changes and documents confirming the need for them to the application. The review period after submission of the application is ten working days.

When changes cannot be made

Such cases are clearly defined in the Instruction:

  • the forest user ignored the application submission rules, that is, did not provide justification or documents;
  • the documents the applicant wishes to correct have already been used to issue a certificate of origin of raw material, as well as for its processing into sawn timber.

If information in the ETEAS cannot be changed, the administrator must notify the forest user of this decision within three days. Along with the notification, the administrator must provide the applicant with information on the grounds for refusal, as well as about the procedure and terms for appealing the decision.

EcoPolitic previously reported that the Cabinet of Ministers had decided to create an electronic cabinet for wood exporters. This is one of the steps towards harmonizing Ukrainian legislation with EU Regulation 2024/1115.
