Three regions and the capital provided over 55% of revenues

In 2025, 35,600 enterprises paid environmental taxes for their negative impact on the environment. In total, the budget received UAH 5.6 billion. This figure exceeded last year's by UAH 219 million.

This is evidenced by data from the State Tax Service of Ukraine.

Leading regions

The largest amount of funds to the budget was paid by polluting enterprises from Dnipropetrovsk region. The amount of revenue from the region amounted to UAH 1.1 billion.

The city of Kyiv ranks second in terms of environmental tax payments. UAH 1 billion came from there.

Another UAH 640 million was paid by business entities from Ivano-Frankivsk region. The Zaporizhzhia region contributed UAH 392 million in environmental tax.

The environmental tax is mandatory for all businesses whose activities have a negative impact on the environment. It is calculated based on the actual volume of pollutants emitted into the air, water, and soil, as well as the storage of hazardous waste.

Risks of Misuse

Currently, environmental tax funds are accumulated in budgets at various levels, which are supposed to use them to implement targeted environmental programs. However, an analysis conducted by EcoPolitic in several regions shows that finances intended to combat pollution or for eco-modernisation are actually being redirected to meet the current needs of local communities.

For example, in Ivano-Frankivsk region, environmental tax funds were used to finance the repair of a military hospital and the construction of river dams, while in Vinnytsia region, funds were used to landscape school grounds and cut reeds.

Experts are convinced that it would be more appropriate to direct tax funds toward eco-modernisation of the enterprises that produce these emissions.
