On Tuesday, September 17, the Cabinet of Ministers of Ukraine approved a new version of the Procedure for the functioning of the biomethane register.
This was reported in the State Agency for Energy Efficiency and Energy Saving of Ukraine.
The new resolution No. 1065 of September 17, 2024 amends the government decree of July 22, 2022 No. 823.
The State Energy Efficiency Agency says that this decision is another step for the full integration of Ukraine into the European Union and the implementation of a common goal with the EU – to overcome dependence on imported energy carriers and the development of sustainable energy.
"Recognition of Ukrainian guarantees of the origin of energy in EU countries is key to Ukraine's integration into the European renewable energy market," the agency emphasized.
According to officials, the main purpose of adopting the new edition of the Procedure for the Operation of the Biomethane Register is to implement the principles and rules established by the new RED III Directive, as it is mandatory for Ukraine to implement it.
The new version of the Procedure regulates the following issues:
- Registration of liquefied or compressed biomethane, as well as formation of guarantees of their origin, transfer, distribution or cancellation and issuance of certificates of origin of biomethane.
- Simplification of the procedure for registering a biomethane production facility by excluding the registration of an auditor in the Register and providing the biomethane producer with information on the certificate of compliance with sustainability criteria, which is issued according to the international certification scheme by an independent auditor.
- Provision of information on the confirmation of biomethane volumes simultaneously by the manufacturer and the operator of the gas station/gas station, as well as obtaining data on the amount of sustainable biomethane in accordance with PoS (Proof of Sustainability).
"The register of biomethane, which will be created in accordance with the updated Procedure and the developed technical requirements, will be aimed at facilitating the export of biomethane to EU countries and improving the efficiency of interaction with the Union Database for Biofuels (UDB)," says the head of the State Energy Efficiency Agency, Hanna Zamazeyeva.
She is sure that currently Ukraine has every chance to become a leader in the production and export of biomethane, which will not only contribute to the energy independence of the country, but also make a significant contribution to the decarbonization of the energy sector of the European continent.
As EcoPolitic reported in April, producers of electricity and biomethane in Ukraine will issue guarantees of origin of renewable energy. Marking of biomethane will be handled by the State Energy Efficiency Agency.
