The EU revised the Emissions Directive: how it will affect Ukraine's European integration

European goals to reduce emissions by 55% by 2030 are also relevant for Ukraine

Ukraine's approach to implementation of EU norms on monitoring and reporting on greenhouse gas emissions within two years after the end of the war is not consistent with the country's intentions to start negotiations for EU accession as soon as possible.

The implementation of such a regulation (2018/2066) is part of the European legal acts in the field of the environment and climate change acquis, which Ukraine must implement into national legislation, the resource-analytical center Society and Environment reports on Facebook.

It is noted that on July 7, 2023, the Cabinet of Ministers made changes to the Action Plan for fulfilling obligations under the Treaty on the Establishment of the Energy Community. Among other things, the document envisages bringing the regulatory framework in the field of climate policy into compliance with the requirements of the Implementing Regulation of the European Commission No. 2018/2066 on monitoring and reporting on greenhouse gas emissions.

The announcement explained that as part of the Fit for 55 package, the EU revised Directive 2003/87/EC on the Emissions Trading System to reduce their greenhouse gas emissions by 55% by 2030. Adoption of the revised documents is planned for the IV quarter of 2023.

"These changes are also relevant for Ukraine in view of its fulfillment of its obligations within the framework of the Energy Community," the analysts emphasized.

It is noted that the European Commission proposes:

  • change the monitoring and reporting of greenhouse gas emissions;
  • change the sale of quotas for greenhouse gas emissions at auctions;
  • change the management of the EU Register to introduce new rules for the maritime, construction and transport sectors;
  • to adopt minimum requirements for the content and format of the climate neutrality plans of certain installations covered by the emissions trading system (EU ETS).

Earlier, EcoPolitic wrote, that the Ministry of Environmental Protection and Natural Resources will conduct an initial assessment of the state of implementation of the acts of the European Union (EU acquis) in the direction of environmental protection.

As EcoPolitic reported earlier, in the European Commission's analytical report on Ukraine's ability to fulfill the conditions of EU membership in the environmental protection cluster, the country received the lowest score – 1 out of a possible 5.
