In Ukraine, as part of the waste management reform, they are working on the introduction of extended producer responsibility (EPR), that is, the obligations of companies to recycle waste packaging of their goods.
The Ministry of Environmental Protection and Natural Resources is developing sectoral legislation for four main blocks, the ministry reports on Facebook.
It is noted that these blocks will cover:
- effective management of mining industry waste;
- introduction of RBB;
- creation of economic tools for stimulating the development of the industry;
- strengthening of responsibility, in particular administrative, for violation of established rules.
Ruslan Grechanik, Deputy Minister of Environmental Protection and Natural Resources of Ukraine, stressed that after the adoption of the framework Law "On Waste Management" in 2022, Ukraine began to implement the EU Directive 2008/98/EU and embarked on the path of establishing new European rules for working in this area. However, the implementation of the waste reform is a large-scale work, for which it is necessary to develop and adopt more than 30 sectoral legal acts.
The report stressed that the International Labor Organization and the Association of Employers' Organizations of Ukraine launched a project to train and consult companies on business continuity. The organizations held a seminar "Waste management: norms and best practices". It was attended by international experts from the World Federation of Waste Recycling, representatives of business and the Ministry of Natural Resources.
Grechanik stressed that the result of the reform will depend on both the state and business.
He added that the introduction of modern technologies for waste processing is the only sure way that will allow Ukrainian business to "keep pace" with the European one and develop according to modern standards.
It is noted that at the seminar, Ukrainian companies received recommendations on the implementation of methods and technologies for the management of industrial and household waste.
Earlier, EcoPolitic wrote, that the Minister of Environmental Protection and Natural Resources, Ruslan Strilets, presented the Roadmap for the reform of waste management, which will provide a comprehensive solution to the problem and make Ukraine one of the leaders in the field of civilized waste management.
