Eco-activists called the draft law on business deregulation fatal for the environment

Forest protection, wildlife protection, waste management, environmental impact assessment, etc. will be under threat

Eco-activists from the "Ukrainian Nature Conservarion Group" (UNCG) called draft law No. 8058 "On accelerated revision of instruments of state regulation of economic activity" fatal for the environment.

They called on representatives of public organizations to sign an open appeal to the heads of factions of the Verkhovna Rada to finalize the document, UNCG reports on Facebook.

The report noted that the authors of the draft law are convinced that it is necessary for the deregulation of business and economic growth of Ukraine. It will soon be considered by the Verkhovna Rada.

Eco-activists believe that if the draft law is adopted:

  • a governmental Commission will be formed from representatives of the Office of the President, some ministries and business associations, which will quickly revise the instruments of state regulation of economic activity;
  • by the end of the year, the commission and other executive authorities will review all permit documents for conducting business in most areas and suggest which permits or procedures should be removed;
  • The Cabinet of Ministers will quickly remove all "unnecessary" permits and procedures without any public discussion;
  • state regulation of business will take place according to the principle of "one new permit - minus two old ones". Whether or not it makes any sense.

"It will not matter if the decisions of the Cabinet contradict the current laws. The public and deputies will lose the opportunity to influence the regulation of economic activities that may harm the environment. And the law itself will become something like the Constitution of Ukraine," they noted.

Eco-activists also emphasized that the Cabinet of Ministers will be able to change any documents regarding permits or procedures in the field of environment. Forest protection, wildlife protection, waste management, environmental impact assessment, etc. will be under threat.

"Neither the public nor parliamentarians will influence the process. We won't even know how and who is changing the by-laws until the final decisions are made. The only ones who will have access to information and the possibility of influence are business associations," they emphasized.

The message also called draft law No. 8058 a direct threat to the environment. And the short deadlines for reviewing permits, the non-transparent procedure, the absence of any decision-making criteria, according to eco-activists, will move Ukraine "somewhere to the east, not to the EU."
