The Ecocommittee approved the long-awaited bill "On Waste" before the second reading

Now the bill is to be considered in the parliament hall

On Wednesday, June 8, the Committee on Environmental Policy and Nature Management of the Verkhovna Rada of Ukraine approved the draft law № 2207-1-d "On Waste Management" until the second reading.

About it on the Facebook page said the chairman of the Ecocommittee Oleh Bondarenko.

"The adoption of this bill is, first of all, an opportunity to introduce a European approach to waste management in Ukraine and take another step towards membership in the European Union," the official said.

Bondarenko also stressed that the introduction of the hierarchy of waste management is provided by the Association Agreement between Ukraine and the EU. Without these changes, Ukraine cannot become a full-fledged part of the European Community.

According to him, with the beginning of the war the issue of waste management became even more relevant - added such types of waste generated as a result of emergencies of man-made, natural or military nature, which will be managed in accordance with the Procedure approved by the Cabinet of Ministers.

The draft law, in particular Article 13 "General Requirements for Waste Management", was supplemented by a new part 9 of the Committee's decision, which lays down the legal basis for the legal regulation of waste generated by Russia's military aggression against Ukraine.

In general, the adoption of the bill "On Waste" aims to:

  • to bring Ukrainian legislation closer to EU legislation;
  • introduce a European waste hierarchy;
  • introduce planning at the national, regional and local levels;
  • to ensure the creation of a modern waste accounting system and control over them;
  • to enable the closure of old landfills and to ensure that those in operation are brought back to European standards;
  • ensure the introduction of separate waste collection;
  • create favorable conditions for the construction of waste processing plants;
  • introduce extended producer responsibility.

Now the bill is to be considered in the Verkhovna Rada hall.

It will be recalled that on the eve of the European Business Association (EBA) stressed the importance of taking into account in the bill № 2207-1-d "On Waste Management" a number of proposals of the association concerning regulation of industrial waste.
