On Friday, July 1, the Government of Ukraine adopted in the first reading the draft law No. 6478 on wastewater disposal in settlements.
Taras Melnichuk, the representative of the government in the Verkhovna Rada, announced this on his telegram channel.
"For - 278 votes of people's deputies of Ukraine," the message says.
The project proposes to determine the legal, economic and organizational basis for the functioning of centralized and non-centralized sewerage systems by adopting a separate law on the sphere of wastewater disposal.
To achieve this goal, the project defines, in particular:
- subjects of relations;
- objects of legal regulation;
- principles of state policy;
- guarantees of consumer rights in the field of drainage;
- powers of central executive authorities and local self-government bodies;
- local rules for the acceptance of wastewater into the centralized sewerage systems of the settlement;
- obligations of economic entities carrying out drainage.
The Government Committee on Environmental Policy and Nature Management promised to finalize the said bill, taking into account numerous amendments and proposals of the subjects of the law of legislative initiative for the second reading.
In accordance with the Regulations of the Council, the period for collecting amendments and proposals from the subjects of the right of legislative initiative is from 07/02/2022 to 07/15/2022.
