A European standard for monitoring waste treatment facilities has appeared in Ukraine

A permit for waste treatment will be issued subject to a monitoring program

The Cabinet of Ministers approved the procedure for monitoring waste treatment facilities, which Ukrainian enterprises will carry out by analogy with European ones.

This will help companies identify and reduce the environmental impact of their waste treatment facilities, the Department of Environmental Protection and Natural Resources said on Facebook.

It is noted that entrepreneurs will measure a number of state indicators:

  • air;
  • underground and surface waters;
  • soil;
  • noise pollution, etc.

The collected information will be provided to the state for management decisions.

The message emphasized that this procedure is part of the requirements of the reform of the waste management system. It complies with the provisions of three European directives:

  • 2008/98/EC of November 19, 2008 on waste;
  • 1999/31/EC of April 26, 1999 on waste disposal;
  • 2010/75/EU of November 24, 2010 on industrial emissions (integrated approach to pollution prevention and control).

"European enterprises have the same approaches to the organization of environmental management. At the same time, EU countries use environmental monitoring and control as an administrative tool. Periodic inspection checks are applied to the enterprise. At the same time, registration data from the Environmental Management and Audit System (EMAS) are also being analyzed," Yevgenia Popovych, Director of the Department of Digital Transformation, Electronic Public Services and Waste Management of the Ministry of the Environment, said.

It is noted that in the EU operators of waste treatment facilities carry out monitoring either continuously (using an automated measurement system) or periodically (at certain intervals using manual or automated methods). Monitoring plans are part of the permit requirements.

Popovych emphasized that in Ukraine, a permit to carry out waste processing operations will also be issued on the condition that there is an approved monitoring program. Entrepreneurs will develop such programs every year and submit them to the Ministry of Environment for approval. They should take into account the type, composition and properties of the waste to be treated at the respective installation, etc.
