The Cabinet of Ministers of Ukraine has submitted to the Verkhovna Rada a draft law “On Amendments to Certain Laws of Ukraine on Improving the Functioning of Industrial Parks and Introducing the Model of an Eco-Industrial Park in Ukraine,” which, in particular, provides for the creation of a new format of industrial sites – eco-industrial parks.
This was announced by Prime Minister of Ukraine Denys Shmyhal on Telegram following a government meeting on January 7.
He said that on the territory of an eco-industrial park, unlike a conventional one, manufacturers will use alternative energy sources, apply a rational approach to waste management, and optimize the use of water resources.
The Prime Minister added that the state will support the creation of industrial parks of a new format by providing tax incentives and financing the construction of engineering and transport infrastructure for them.
The permanent representative of the government in the Verkhovna Rada, Taras Melnychuk, also clarified that the draft law has been developed:
- defines the concept of "eco-industrial park" and "industrial symbiosis within the industrial park";
- establishes the authority of the authorized state body to designate an industrial park as an eco-industrial park in accordance with the procedure established by the Cabinet of Ministers;
- determines the list of grounds for the decision by the authorized body to deprive the industrial park of the status of eco-industrial park.
The document submitted to the parliament stipulates that the selection of the territory for the eco-industrial park is carried out taking into account the priority of environmental safety, preservation and development of nature conservation areas and objects.
