The Ministry of Environment issued a license to a hazardous waste processor with violations, activists say

The public was urged to pay attention to the planned processing of medical waste and to monitor whether the enterprise complies with legal requirements 

Members of the NGO "Ekoklub" claim that the Ministry of Environmental Protection and Natural Resources of Ukraine approved the processing of hazardous medical waste by "Clever" LLC in Sumy without a thorough analysis of the environmental impact assessment report (EIA).

They announced this on the pages of their website.

Activists said that class A waste generated during medical examination and research will be processed, stored and disposed of on the territory of the enterprise. They will be processed at the UT 500-D installation, which has filters and a flue gas cleaning system.

Ecoclub specialists insist that the ministry did not comply with the requirements of the law regarding the issuance of permit documentation for Klever LLC. They claim that the department did not fully take into account the comments of the public to the report on the EIA, which was compiled with violations.

In June, Ecoclub submitted its list of 11 comments to the Ministry of Environment. The main ones are:

1. The report contains unreliable and contradictory information regarding:

  • the territory of the planned activity: at the time of submitting the report from the ATS to the Unified Register of Environmental Impact Assessment, the business entity did not have any documents for the right to use the land plot indicated in the report;
  • of the sanitary protection zone (SZZ) of the waste incineration plant: the calculations did not prove the adequacy of the established SZZ – 100 m. The report does not contain copies of the documents necessary to carry out such calculations in accordance with the requirements of the legislation of Ukraine;
  • the distances to the nearest residential building in the text of the report and its Annexes are different;
  • the power of emissions into the atmospheric air and their dispersion: the corresponding figures specified in Art. 35, 104 of the EIA report, in Appendix 18 of the EIA report on p. 270-271 and in Appendix 3 on Art. 272;
  • assessments of non-carcinogenic risk and carcinogenic risk;
  • assessment of impact and expected water pollution in the part of rainwater and meltwater calculations;
  • calculations of the amount of waste generation;
  • assessment of the impact of noise on the environment.

2. The EIA report does not include a description of the environmental factors likely to be affected by alternative options.

3. There is no information regarding the contractor's availability of the appropriate material and technical base for handling contaminated effluents.

According to the activists, the Ministry of Environment took some of these comments into account, and rejected the rest.  They say that the State Service of Ukraine for Food Safety and Consumer Protection also submitted comments on the report from the Ministry of Internal Affairs and Communications. According to them, the work of "Clever" LLC will contradict the requirements of sanitary legislation. The ministry also partially took these comments and suggestions into account. Instead, it provided a list of additional environmental requirements that the company must fulfill. Ecoclub believes that these requirements of the ministry will not solve the problem of incorrect calculations in the report.

Eco-activists asked for a refusal to issue a Conclusion from the OVD of "Klever" LLC due to the inaccurate information found in the documents.

Earlier, EcoPolitic told that at such rates as now, the licensing of hazardous waste management will continue another 5 years.
