They are related to energy management, auditing, and biofuel production

The Cabinet of Ministers of Ukraine has amended the Regulation on the State Agency for Energy Efficiency and Energy Saving and added new functions to the agency. Among them are, in particular, the creation and maintenance of a register of biomethane, as well as the provision of a guarantee of origin of electric energy.

This was informed by the representative of the government in the Verkhovna Rada Taras Melnychuk in Telegram.

According to the updated list of functions, now the State Energy Efficiency Agency will:

  1. Monitor public authorities and local self-government bodies, where the energy management system has been introduced, and maintain a list of them.
  2. Publish on its official website this list, as well as information on the status and results of implementation of energy management systems by these bodies.
  3. Monitor and maintain a list of economic entities that have obtained certificates of energy management systems and/or environmental management systems.
  4. Maintain and publicize on its official website a database of energy auditors, as well as a database of extracts from the energy audit report; independently monitor such extracts.
  5. Conduct independent verification of energy audit reports at the request of the energy audit client on a fee basis.
  6. Ensure public disclosure and access of consumers to information on the procedure and specifics of confirmation of qualification of persons who intend to perform energy audit activities.
  7. Ensure availability and popularization of the benefits of energy audits.
  8. Create conditions for the development of the energy service market and access of small and medium-sized enterprises to this market.
  9. Create and maintain a biomethane registry.
  10. Form a guarantee of origin of biomethane (including liquefied or compressed biomethane), a certificate of origin of biomethane.
  11. Carry out qualification of cogeneration plants.
  12. Provide a guarantee of origin of electricity produced by a high-efficiency cogeneration plant and maintain an electronic register of such guarantees.
  13. To monitor the implementation of the Strategy of thermo-modernization of buildings for the period until 2050.
  14. Keep a state register of business entities that produce and/or sell liquid biofuels (biocomponents) that meet sustainability criteria and biogas intended for use in transportation and the like.

Earlier, EcoPolitic reported that the Decarbonization Fund, subordinated to the State Energy Efficiency Agency, slowed down the pace of issuing soft loans.
