The project will be implemented during the period of martial law, but no longer than 6 months from the date of entry into force of the resolution

The Cabinet of Ministers of Ukraine adopted Resolution No. 1212 of September 25, 2025, as an experimental project on environmental control and protection.

This was reported by the Verkhovna Rada of Ukraine publication “Voice of Ukraine” on its official website.

The initiative aims to prevent violations of environmental legislation, ensure the rational use and protection of natural resources, and respond effectively to challenges related to environmental damage.

Main provisions of the project

The Ministry of Economy, Environment, and Agriculture of Ukraine has been appointed as the coordinator of the pilot project. The State Environmental Inspection of Ukraine is also participating in the implementation. Funding will be provided from the state budget and other sources not prohibited by law.

The project defines the following environmental control tools:

1) patrolling — systematic inspection of territories to identify violations;

2) raids — comprehensive operational inspection of high-risk territories;

3) rapid (round-the-clock) response — inspectors arrive at the scene within three hours of being called.

Public inspectors, representatives of local authorities, the media, and the public may be involved in the implementation of control measures, provided they give their written consent.

Technical equipment provided for in the project

During control measures, modern technical means of recording may be used, in particular:

1) portable video recorders;

2) unmanned aerial vehicles (drones);

3) camera traps;

4) surveying equipment;

5) laboratory equipment.

All information shall be recorded, stored, and used in accordance with the legislation on access to public information and taking into account security requirements.

Response to violations in the environmental sphere

In case of violations of environmental legislation, inspectors have the right to:

1) draw up reports on administrative offenses;

2) impose administrative penalties;

3) seize illegally obtained resources and tools;

4) stop vehicles;

5) deliver persons to the police if it is impossible to establish their identity on the spot.

EcoThreat service

The project envisages the active use of the EcoThreat service, a national platform for recording environmental damage caused by the armed aggression of the Russian Federation and other emergencies.

Within two months after the completion of the pilot project, the Ministry of Economy must submit a report on its results to the Cabinet of Ministers of Ukraine and provide proposals for amendments to the legislation.

It should be recalled that the Cabinet of Ministers of Ukraine, at a meeting on environmental protection, adopted a resolution on the procedure for transmitting the results of real-time emissions monitoring.

The new mechanism provides that operators of installations will transmit data obtained from automated measurement systems directly to the Ministry of Economy, Environment and Agriculture of Ukraine and the State Environmental Inspection.
