Among the planned measures are inventory of forests, increasing the area of ​​the territories of the nature reserve fund and reforming the eco-control system

The Government of Ukraine has approved an operational action plan for 2025-2027 to implement the Strategy for Environmental Safety and Climate Change Adaptation until 2030.

The relevant announcement was made on the website of the Ministry of Environmental Protection and Natural Resources of Ukraine.

The ministry said that the document provides for comprehensive steps to reduce the impact of climate change and the integration of European standards in the industrial and environmental sectors.

Deputy Minister of Environmental Protection and Natural Resources of Ukraine Victoria Kireeva said that the approved adaptation plan is a roadmap that defines Ukraine's steps in environmental protection and adaptation for the next 3 years. It also takes into account the circumstances caused by the war.

Ukraine's climate change adaptation tasks in 2025-2027

According to the government's representative in the Verkhovna Rada, Taras Melnychuk, The Operational Plan provides for the following tasks:

  • developing climate change adaptation action plans in the areas of water management (as part of the river basin management plan), biodiversity conservation, forestry, energy, public health, agriculture and soil, transport and infrastructure, and tourism;
  • reforming the system of state supervision (control) in the field of environmental protection;
  • conducting a national forest inventory;
  • strengthening chemical safety;
  • ensuring that current and projected climate change impacts are taken into account in strategic planning at the national, regional and local levels, as well as in the construction of infrastructure;
  • raising public awareness of environmental issues and the effects of climate change;
  • introducing a system of permitting procedures for industry in line with European standards (integrated permitting).

The main measures envisaged by the plan are as follows

1. Development of climate change adaptation plans in various areas:

  • water resources management
  • biodiversity conservation;
  • forestry
  • energy sector
  • public health
  • agriculture
  • transportation
  • infrastructure;
  • tourism.

It also provides for an increase in the area of the nature reserve fund.

2. Taking climate change into account in strategic planning at all levels, including adaptation of the energy sector and tourism development.

3. Implementation of European standards in industrial environmental policy, including the creation of a Unified State Register of Integrated Environmental Permits.

The ministry claims that the implementation of the planned measures will allow

  • reduce the level of pollutant emissions
  • improve the state of the environment
  • ensure the stability of ecosystems;
  • prepare the economy for the challenges of the future;
  • fulfill Ukraine's international obligations under the Paris Agreement;
  • to promote sustainable development of the country and improve the quality of life of citizens.
