During his time as head of the state-owned enterprise, he received almost 21.5 million hryvnias after tax

During his final month as Director-General of the state-owned enterprise ‘Forests of Ukraine’, Yuriy Bolokhovets received a bonus of 7.68 million UAH. Together with his salary, this amounts to over 9.2 million UAH.

This was reported by the publication ‘Glavkom’, citing documents obtained from the enterprise.

Excessive earnings

Prior to his dismissal, the official received a bonus “for meeting performance targets”. In addition to the bonus and his salary of 880,000 UAH, Bolokhovets was also paid 651,100 UAH as compensation for unused holiday leave.

After tax, the former head of the state-owned enterprise is left with nearly 7.1 million UAH “net”.

Rise in payments

Excluding payments for June, the former director of “Forests of Ukraine” received approximately 2.89 million UAH in salary over the first five months of 2026.

His income had been gradually increasing since 2024. At the start of 2024, he received a salary of 130,000 UAH, and by September it was already close to 700,000 UAH. That year, he also received bonuses “for efficiency,” albeit not in the millions. The largest was in November, amounting to over 625,000 UAH.

For the entire year of 2024, after taxes, Yuriy Bolokhovets received 5.32 million UAH, and in 2025 – 6.17 million UAH.

During his entire tenure as CEO of “Forests of Ukraine”, he received 21.48 million UAH after taxes.

Journalists also sought to find out the earnings of branch directors, forestry office heads, and the chief accountant. However, “Forests of Ukraine” refused, citing legislative restrictions and the requirement to disclose such information only for the CEO, deputies, and supervisory board members.

EcoPolitic previously reported that Yuriy Bolokhovets’ salary was far from the highest in “Forests of Ukraine.” For instance, in 2025, the executive director of the state enterprise Ihor Litsur received over 18.5 million UAH, of which 8.6 million UAH was bonus. The top three earners at the state enterprise also included the director of the finance department, Pavlo Ivanov, and the director of the HR department, Kostiantyn Voitsekhovskyi.

Salaries of forestry office directors are somewhat “modest” amounting to 3–6 million UAH per year.

At the same time, the state enterprise “Forests of Ukraine” systematically pays millions in fines due to poor performance by its branches, mainly as compensation for damages resulting from insufficient forest protection, which leads to mass deforestation.

Last year, the State Bureau of Investigation acknowledged that systemic corruption exists in Ukraine’s forestry sector. Only during the past year, crimes committed by forestry sector officials caused state losses amounting to 564 million UAH.

We also remind that from July 1 of this year, the duties of General Director of SE “Forests of Ukraine” are being performed by Ihor Zubovych, a former Deputy Minister of Economy, Environment, and Agriculture. In May, he was appointed as the company's Chief Operating Officer and tasked with transforming it into a joint stock company.
