The Parliamentary Committee on Environmental Policy and Natural Resource Management recommended that the Verkhovna Rada also vote on bill No. 6004-d "On Ensuring the Constitutional Rights of Citizens to a Safe for Life and Health Environment" ("On Industrial Pollution").

This happened at a meeting of the committee on Thursday, August 3rd.

People's Deputies adopted technical and legal amendments . The document was re-considered in accordance with part six of Article 118 of the Rules of Procedure of the Verkhovna Rada.

As you know, the bill will allow the implementation of the European Directive 2010/75/EU and start the long-awaited reform of the reduction and control of industrial pollution in Ukraine. This is one of the obligations of the country under the Association Agreement with the EU.

The bill also aims to launch a gradual transition of national enterprises to European standards and the introduction of best available technologies and management practices (BATM). However, it does not provide funding for the implementation of BAT.

Taras Melnichuk, a government representative in the Verkhovna Rada, said on Telegram that the ecocommittee also recommended that the Verkhovna Rada adopt in the second reading the European integration government bill No.

He emphasized that the document provides:

  • clarification and specification of the powers of the Cabinet of Ministers, central executive authorities, local executive authorities, the National Commission for Radiation Protection of the Population;
  • introduction of three exposure situations (planned, existing and emergency);
  • establishment of basic dose limits for effective and equivalent doses for personnel and the public;
  • introduction of boundary doses in situations of planned exposure for personnel and the public, reference levels for situations of existing and emergency exposure;
  • determination of the main measures to substantiate and optimize protection and safety measures in medical exposure, etc.

Earlier, EcoPolitic wrote, that on May 29, the Verkhovna Rada adopted in the first reading bill No. 6004-d "On Ensuring the Constitutional Rights of Citizens to a Safe for Life and Health Environment", which provides for the reform of industrial pollution.
