EcoPolitic has prepared a list of draft documents that the Ministry of Environmental Protection and Natural Resources of Ukraine plans to work on in 2025.
The agency's action plans, as well as amendments to them, can be found on the ministry's official website in the section “Plans for the Preparation of Draft Regulatory Acts”.
The Ministry's 2025 Plan initially included 30 regulatory acts. Recently, they have been supplemented by 4 more documents, which are expected to be finalized in January. Three of them are related to waste, and another one is about amending certain legislative acts in connection with the adoption of the Law of Ukraine “On Administrative Procedure”.
It is worth noting that the Ministry has already prepared and published one document out of the above four – a draft resolution of the Cabinet of Ministers of Ukraine “Some issues related to the implementation of economic activities on hazardous waste management”. It proposes to amend the licensing conditions for such activities.
All regulatory acts that the Ministry plans to work on can be divided into the following categories:
- Projects of laws;
- Mindness orders;
- Projects of the Cabinet resolutions.

Now let's talk about each group in more detail.
Projects of laws that will prepare Mindovquil in 2025
There are currently only two of them:
- Draft Law of Ukraine "On used tires, used oils and vehicles removed from service";
- Project of the Law of Ukraine "On Batteries, Battery and Batteries and Battery Waste".
According to the plan, both draft laws should be prepared in June.

What are the Cabinet resolutions to develop a ministry
They are almost twice less than the orders of the Ministry. Preferably, the preparation of these documents is scheduled for the second half of 2025.
