The Polish company Control Process has officially lost its status as the general contractor for the construction of the Lviv waste recycling plant, and its workers must vacate the site by the end of the week. In order to complete the facility, the city is preparing an inventory of the work already performed and a new tender.
This was reported by the Lviv City Council, referring to remarks by Oleksandr Yehorov, director of the municipal enterprise “Zelene Misto”.
These developments followed the termination of the contract with the company, and after the State Inspectorate for Architecture and Urban Planning (DIAM) revoked the building permit on April 29.
“Currently, the contract with the contractor Control Process S.A. has been terminated. The primary reasons include violations of construction deadlines, lack of the complete set of project and cost estimate documentation, delays in connecting power networks, failure to comply with instructions from engineers and DIAM, as well as systematic evasion of contractual obligations,” reported Oleksandr Yehorov at the session of the Lviv City Council.
Another reason for terminating the contract was also the absence of objections from the European Bank for Reconstruction and Development (EBRD). The Polish contractor was officially notified of the contract termination as early as March 23, with the contract ceasing to be effective two weeks later, on April 7.
What will happen to the plant next?
The management of “Zelene Misto” assures that preparations to complete the waste recycling plant are already underway. Consultations have been held with the Institute of Construction and Forensic Expertise, and the city awaits a roadmap for inventorying all completed works.
It is now necessary to determine how much work has already been carried out and to what quality standard. This will help amend the project and cost estimate documentation and, based on it, announce a new tender to find a new contractor.
“After receiving the construction and forensic examination, we will conduct the tender process, obtain permission to start the work, and will try to complete the plant as quickly as possible,” explained Oleksandr Yehorov.

A waste processing complex is also planned for construction in Khmelnytskyi. It has become known that the controversial Control Process company may also be selected as the contractor for this project.
