On Friday, September 15, the Cabinet of Ministers of Ukraine approved the draft law "On packaging and packaging waste", which regulates the concept of extended producer responsibility (EPR).
The document introduces norms regarding the minimum target indicators for recycling packaging waste, reports the representative of the government in the Verkhovna Rada Taras Melnychuk on Telegram.
It is noted that the draft law defines legal, economic and organizational principles in the field of packaging and packaging waste management to reduce their negative impact on human health and the environment.
In addition, the document envisages the creation of a system for the collection and recycling of packaging waste in order to reduce the volume of their disposal in landfills. It will also contribute to the transition to a circular economy.
Melnychuk added that the bill also:
- defines the range of subjects and their obligations in the field of packaging and packaging waste management;
- outlines the requirements for the creation and activities of organizations of extended liability of producers, their obligations and grounds and the procedure for terminating their activities;
- introduces norms regarding minimum target indicators for packaging waste recycling by type of packaging material and categories of packaging (household/commercial) with their gradual increase as the packaging waste management system develops, etc.
