The State Bureau of Investigation (SBI) has found unjustified assets worth more than UAH 19.3 million in the possession of the former head of the State Environmental Inspectorate of the Carpathian District. The National Agency for the Prevention of Corruption (NAPC) monitored the official's lifestyle at the request of the SBI and confirmed the fact of illicit enrichment.
This was reported by the SBI and the NAPC.
During the investigation, SBI officers conducted searches at the official's and his family members' places of registration and residence, as well as searches of premises and cars that may be illegally acquired assets. They seized documents and recorded information to monitor the official's lifestyle.
The NAPC conducted such monitoring and confirmed that during 2020-2023, the accused, his family members and related individuals on his behalf seized unjustified assets totaling UAH 19 million 313 thousand.
These illegal assets include:
- two premium cars: Mercedes-Benz G63 AMG 2023, worth UAH 9.4 million and Volkswagen Touareg 2021, worth UAH 2.6 million;
- 4 apartments in Ivano-Frankivsk with a total value of over UAH 4 million;
- non-residential premises in Ivano-Frankivsk worth UAH 3 million.
So, the wife of an employee registered expensive cars for herself, although she did not have enough funds for this from legal sources.
She also purchased a non-residential premises with a total area of over 208 square meters in Ivano-Frankivsk for allegedly UAH 596,000, which she later gave to her daughter. The real value of real estate is about UAH 3 million.
The employee himself bought:
- three-room apartment with a total area of more than 82 square meters. m. The average cost of such accommodation is about UAH 1 million;
- two-room apartment with a total area of 75.8 square meters. m, which he later gave to his daughter. The official wanted to convince the investigators that the daughter bought the apartment herself. However, NAPC collected evidence that shows that it was he who purchased the specified asset, the real market value of which is over UAH 850,000.
Another one-room apartment with an area of 48 square meters worth UAH 486,000, allegedly "gifted" to the official by a third party as a sign of gratitude. The NAPC found out that the house was purchased on behalf of the employee himself, and its cost exceeds UAH 1.2 million.
The same person later bought another one – a three-room apartment, although in fact he did not have the finances for it. During the monitoring of the lifestyle, NAPC investigators established that the housing, the real market value of which is more than UAH 1.5 million, was purchased by the former head of the State Environmental Inspection of the Carpathian District.
Taking into account all expenses and legitimate incomes of the employee and his family members, NAPC established that they did not have the financial ability to purchase all the above-mentioned assets with legitimate incomes.
The official was informed of the suspicion under part 1 of Art. 368-5 "Illegal enrichment" of the Criminal Code of Ukraine. The sanction of the article provides for punishment in the form of imprisonment for a term of 5 to 10 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to 3 years.
The State Environmental Inspection of the Carpathian District reacted to the publication of information about a corrupt official in their ranks. The department said that Mykola Vasyliovych Ladovsky was dismissed from his position by order of March 19, 2024 for committing a disciplinary offense – violation of the oath of a civil servant.
It turned out that the former official during the martial law, contrary to the ban on traveling abroad for civil servants of category B, repeatedly crossed the border of Ukraine, including to rest outside the state. In addition, he filed a late 2022 income tax return.
Also, according to the information of the State Inspectorate of the Carpathian District, Mr. Ladovsky filed a lawsuit to the court for reinstatement. It is currently under consideration.
