At its regular meeting, the Parliamentary Committee on Environmental Policy and Nature Management considered legislative initiatives in the field of implementing European standards into legislation on renewable energy sources, as well as strengthening civil protection in the process of evacuating the population.
The results of the meeting were announced in a statement on the eco-committee's website.
The main item for consideration was a draft law on the evacuation of the population
The key document considered at the meeting was a draft law on amendments to certain legislative acts of Ukraine regarding the regulation of mandatory evacuation (No. 12353). The text was prepared for the second reading and already took into account the proposals of lawmakers.
The draft law lies at the intersection of the jurisdictions of various institutions, so it was discussed together with their representatives, in particular from the Ministry of Defense, the General Staff of the Armed Forces of Ukraine, the Ministry of Internal Affairs, the State Emergency Service, and the Ministry of Development.
Committee members supported a number of amendments, in particular regarding additions to the comparative table. The document will have a new title: "On Amendments to Certain Legislative Acts of Ukraine Regarding the Regulation of Issues Related to the Evacuation, Accommodation, and Life Support of the Evacuated Population, and the Protection of Children in Settlements Located in Areas of Active and Possible Military (Combat) Operations." The parliament was recommended to adopt it as a whole as a law.
Other draft laws and recommendations regarding them
On amending Article 4 of the Law of Ukraine “On the Legal Regime of Martial Law” regarding the status of employees of military administrations of settlements (No. 14319). The Eco-Committee’s decision is to recommend that the Committee on National Security, Defense, and Intelligence submit it to Parliament for consideration as a basis.
On amendments to certain laws of Ukraine regarding the implementation of European Union legislation in the field of renewable energy sources (No. 14271). The Committee on Environmental Policy recommends that the Committee on Energy and Housing and Communal Services take into account the remarks from the Ministry of Economy, the State Environmental Inspection, the State Service of Geology and Subsoil, and the State Forest Agency. After this, the document may be submitted to the Verkhovna Rada for consideration as a basis in the first reading.
Additional issues
The Committee also reviewed the report of the Accounting Chamber on the results of compliance audit concerning environmental impact assessment (EIA) and strategic environmental assessment in the context of the “green transition.” The document was approved at the end of November 2025. The information was taken into account, and the Ministry of Economy, the State Environmental Inspection, and regional military administrations were advised to fully implement all recommendations provided as a result of the audit.
Additionally, committee members approved the provisional schedule of meetings for February 2026 and the staffing table of the National Commission for Radiation Protection.
