For nearly five years, Kyivspetstrans PJSC turned the area adjacent to the landfill in Kyiv’s Holosiivskyi district into an illegal dumping ground. The contamination of recreational, agricultural, and residential lands cost the environment over 1.3 billion hryvnias. The company’s chairman will face trial for this.
The Office of the Prosecutor General reported that the investigation has been completed and the indictment has been submitted to the court.
"Slightly" went beyond the boundaries
"Kyivspetstrans" was engaged in waste removal. Officially, a landfill in the Holosiivskyi district was designated for waste storage. Unofficially, however, the company dumped waste on adjacent lands designated for various purposes.
In fact, for years the company used neighboring plots as an extension of the landfill. This created the impression of supposedly legal waste storage. Over nearly five years, the landfill became surrounded by unauthorized dumps.
According to investigators, this large-scale and systematic littering was made possible by the professional negligence of the head of Kyivspetstrans.

Legal qualification of the crime
The actions of the head of the company’s management board were classified as official negligence with severe consequences. Liability for this crime is stipulated in Part 2 of Article 267 of the Criminal Code of Ukraine. It involves imprisonment ranging from two to five years, with disqualification from holding certain positions or engaging in specific activities for up to three years.
Additionally, the prosecutor’s office is seeking to recover the damages amounting to over UAH 1.3 billion. To this end, a civil lawsuit has been filed to claim the entire sum.
Recently, EcoPolitic reported that in Dnipropetrovsk Oblast, the director of one of the divisions of a state enterprise will also stand trial. Due to inadequate supervision over production processes, polluted wastewater leaked beyond the industrial site and led to soil degradation on the surrounding plots.
