At its meeting on December 3, the Parliamentary Committee on Environmental Policy and Nature Management considered draft laws aimed at improving the civil protection system and bringing the rules for the transport of dangerous goods and railway infrastructure into line with EU requirements.

Legislative work for next year
Minister of Economy, Environment, and Agriculture Oleksiy Sobolev presented part of the legislative work plan concerning the powers of the eco-committee. Deputies from the Ministry of Internal Affairs, the Ministry of Energy, and the Ministry of Community and Territorial Development also submitted their proposals.
The proposals taken into account and the draft laws already registered in parliament were included in the Legislative Work Plan for 2026. These include European integration laws, which are intended to bring Ukrainian legislation into line with EU standards, as well as laws aimed at nature conservation and restoration and civil protection.
Civil Protection Service
The Committee on Environmental Policy and Nature Management considered draft law No. 14177 "On Amendments to Certain Legislative Acts to Improve Legislation on Civil Protection Service, Social Protection of Persons Involved in Emergency Rescue and Other Urgent Work, as well as Victims of Dangerous Situations."
Among the tasks to be addressed by the draft law are:
- clarification of the procedure for medical and psychological rehabilitation;
- regulation of norms for financial support and procedure for service;
- modernisation of the special rank system;
- elimination of outdated norms and legal conflicts in the Civil Protection Code of Ukraine and the Disciplinary Statute of the Civil Protection Service.
After discussions with representatives of the Ministry of Internal Affairs, the Ministry of Social Policy, the Ministry of Health, the Ministry of Finance, and the State Emergency Service, the Eco-Committee recommended that the draft law be adopted as a basis.
Transportation of dangerous goods
Bill No. 1193-1 was submitted to the eco-committee for consideration. The document aims to bring the conditions for the transport of dangerous goods into line with EU requirements. It is planned to achieve the appropriate level of safety by revising national legislation.
The Environmental Protection Committee made a number of comments on the bill. They concern:
- differentiation of state control over compliance with the law and transportation rules on different types of transport;
- harmonisation of terminology with the Law "On Waste Management".
The transport committee will decide on the future of the project independently.
Rail transport – safety and adaptation to EU standards
The committee considered draft laws relating to the operation of Ukrainian railways:
- No. 14174 "On the Safety and Interoperability of Railway Transport of Ukraine", submitted by the Cabinet of Ministers;
- No. 14174-1 "On Improving Safety of Operation and Interoperability of Railway Transport of Ukraine".
The Environmental Committee has decided to recommend draft law No. 14174 for adoption as a basis. This proposal must be submitted to the Verkhovna Rada by the relevant Committee on Transport and Infrastructure.
