The solution is aimed at minimizing corruption risks

The integrated automated system of state supervision and control will have a risk management module that will automatically determine which companies to include in the inspection plan in 85 areas, from labor and environmental protection to technical standards

The Cabinet of Ministers of Ukraine has adopted a resolution, the press service of the Ministry of Economy, Environment and Agriculture of Ukraine reports on its official website.

The ministry noted that the new module for inspections of enterprises will allow for the formation of audit plans in a transparent, automatic and human-free manner.

What the resolution changes: 

1) the risk level for the enterprise is determined automatically, based on established criteria; 

2) the system generates a list of entities for inspection based on their rating; 

3) supervisory authorities focus on high-risk enterprises, reducing the burden on low-risk businesses; 

4) annual and comprehensive inspection plans are formed and published automatically through the system. According to officials, this ensures transparency and open access for businesses and the public. 

What changes for entrepreneurs:

1) elimination of subjective decisions, as the system minimizes human factors and reduces corruption risks;  

2) less pressure on compliant companies; 

3) uniform and clear rules for everyone, as businesses can predict their participation in scheduled inspections and view data online; 

4) transparency and openness, since all information about inspection plans and results will be available on the website of the State Regulatory Service and on the open data portal after the termination of martial law. 

The ministry also noted that the new rules apply exclusively to inspection audits within the framework of state control. Tax audits and actions by law enforcement agencies follow different procedures. This also relates to areas not covered by the Basic Law. For example, the financial sector, customs control, and market surveillance. 

It should be recalled that in September the Cabinet of Ministers of Ukraine, at a meeting on environmental protection issues, adopted a resolution on the Procedure for the Transfer of Emissions Monitoring Results in Real Time. 

The new mechanism provides that installation operators will transfer data obtained from automated measurement systems directly to the Ministry of Economy and the State Environmental Inspection.

It is also proposed to expand the criteria by which the degree of risk from the activities of enterprises is assessed
