Kherson region is the first in Ukraine to approve the Regional Waste Management Plan until 2034

It was developed in accordance with modern legal requirements

On May 8, 2025, a meeting of the working group on the approval of the Regional Waste Management Plan was held in Kherson. The document was agreed by the Ministry of Ecology and the Ministry of Development of Ukraine and approved by the Kherson Regional Military Administration.

The Regional Waste Management Plan was developed in accordance with the Law of Ukraine “On Waste Management” and taking into account the goals of the National Plan until 2033. Its creation became possible thanks to the efforts of the Department of Environmental Protection and Natural Resources of the Kherson Regional State Administration, experts of Center LTD, representatives of communities, scientists and local authorities.

“This document is part of a multi-level planning system as part of the waste management reform. Due to the occupation, our region could not work on the plan for a long time. But now we are the first in Ukraine to develop it in accordance with modern legal requirements,” emphasized Dmytro Butriy, Deputy Head of the Regional Environmental Agency.

Work on the plan lasted for a year. It defines strategic directions for the development of the waste management system, including a cluster approach, resource optimization and construction of the necessary infrastructure.

“It was a great responsibility and a challenge for us at the same time,” said Oleg Botha, Director of Center LTD. ”We were aware of the risks, but also of the huge social, environmental and economic benefits for the region. The plan takes into account European approaches adapted to the realities of Kherson region and should become an effective tool for the transition to a modern waste management model.”

Center LTD has extensive experience in strategic planning in the field of waste management. Over the past year, the company's experts have developed regional plans for two regions in accordance with the new legislation, creating an effective waste management system in cooperation with communities, businesses and relevant departments.

  • create new jobs in the waste management sector;
